If the package you exported has missing assets, try to select all the folders (or assets) in the file hierarchy in Unity Editor before Exporting Package in the Asset tab.
In the new test project (the empty one you create to test if the package works), if you get the error “missing Input System”, go the the package manager and import the Input System package again. We need to do this because Unity packages are Project-Specific.
